Re-engineering water storage in the everglades : risks and opportunities / par Ecosystem,, Committee on Restoration of the Greater Everglades. Publication : [S.l.] : National Academies Press, 2005 . 140 p. ; , The Water Science and Technology Board and the Board on Environmental Studies and Toxicology have released the seventh and final report of the Committee on Restoration of the Greater Everglades Ecosystem, which provides consensus advice to the South Florida Ecosystem Restoration Task Force on various scientific and technical topics. Human settlements and flood-control structures have significantly reduced the Everglades, which once encompassed over three million acres of slow-moving water enriched by a diverse biota. To remedy the degradation of the Everglades, a comprehensive Everglades Restoration Plan was formulated in 1999 with the goal of restoring the original hydrologic conditions of its remaining natural ecosystem. A major feature of this plan is providing enough storage capacity to meet human needs while also providing the needs of the greater Everglades ecosystem. This report reviews and evaluates not only storage options included in the Restoration Plan but also other options not considered in the Plan. Along with providing hydrologic and ecological analyses of the size, location and functioning of water storage components, the report also discusses and makes recommendations on related critical factors, such as timing of land acquisition, intermediate states of restoration, and tradeoffs among competing goals and ecosystem objectives. 28 cm. Science and technology for army homeland security : report 1 / par Defense,, Committee on Army Science and Technology for Homeland. Publication : [S.l.] : National Academies Press, 2003 . 184 p. ; , The confluence of the September 11, 2001 terrorist attack and the U.S. Army's historic role to support civil authorities has resulted in substantial new challenges for the Army. To help meet these challenges, the Assistant Secretary of the Army for Research and Technology requested the National Research Council (NRC) carry out a series of studies on how science and technology could assist the Army prepare for its role in homeland security (HLS). The NRC's Board on Army Science and Technology formed the Committee on Army Science and Technology for Homeland Security to accomplish that assignment. The Committee was asked to review relevant literature and activities, determine areas of emphasis for Army S&T in support of counter terrorism and anti-terrorism, and recommend high-payoff technologies to help the Army fulfill its mission. The Department of Defense Counter-Terrorism Technology Task Force identified four operational areas in reviewing technical proposals for HLS operations: indications and warning; denial and survivability; recovery and consequence management; and attribution and retaliation. The study sponsor asked the Committee to use these four areas as the basis for its assessment of the science and technology (S&T) that will be important for the Army's HLS role. Overall, the Committee found that there is potential for substantial synergy between S&T work carried out by the Army for its HLS responsibilities and the development of the next generation Army, the Objective Force; and the Army National Guard (ARNG) is critical to the success of the Army's HLS efforts. 23 cm. Statistical methods in counterterrorism : game theory, modeling, syndromic surveillance, and biometric authentication.   Publication : [S.l.] : Springer, 2006 . 292 p. ; , All the data was out there to warn us of this impending attack, why didn't we see it?" This was a frequently asked question in the weeks and months after the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001. In the wake of the attacks, statisticians moved quickly to become part of the national response to the global war on terror. This book is an overview of the emerging research program at the intersection of national security and statistical sciences. A wide range of talented researchers address issues in - Syndromic Surveillance---How do we detect and recognize bioterrorist events? - Modeling and Simulation---How do we better understand and explain complex processes so that decision makers can take the best course of action? - Biometric Authentication---How do we pick the terrorist out of the crowd of faces or better match the passport to the traveler? - Game Theory---How do we understand the rules that terrorists are playing by? This book includes technical treatments of statistical issues that will be of use to quantitative researchers as well as more general examinations of quantitative approaches to counterterrorism that will be accessible to decision makers with stronger policy backgrounds. Dr. Alyson G. Wilson is a statistician and the technical lead for DoD programs in the Statistical Sciences Group at Los Alamos National Laboratory. Dr. Gregory D. Tabu search / par Glover,, Fred W. Publication : [S.l.] : Springer, 1998 . 408 p. ; , This book explores the meta-heuristics approach called tabu search , which is dramatically changing our ability to solve a host of problems that stretch over the realms of resource planning, telecommunications, VLSI design, financial analysis, scheduling, space planning, energy distribution, molecular engineering, logistics, pattern classification, flexible manufacturing, waste management, mineral exploration, biomedical analysis, environmental conservation and scores of other problems. The major ideas of tabu search are presented with examples that show their relevance to multiple applications. Numerous illustrations and diagrams are used to clarify principles that deserve emphasis, and that have not always been well understood or applied. The book's goal is to provide `hands-on' knowledge and insight alike, rather than to focus exclusively either on computational recipes or on abstract themes. This book is designed to be useful and accessible to researchers and practitioners in management science, industrial engineering, economics, and computer science. It can appropriately be used as a textbook in a masters course or in a doctoral seminar. Because of its emphasis on presenting ideas through illustrations and diagrams, and on identifying associated practical applications, it can also be used as a supplementary text in upper division undergraduate courses. Finally, there are many more applications of tabu search than can possibly be covered in a single book, and new ones are emerging every day. The book's goal is to provide a grounding in the essential ideas of tabu search that will allow readers to create successful applications of their own. Along with the essential ideas, understanding of advanced issues is provided, enabling researchers to go beyond today's developments and create the methods of tomorrow. 24 cm. Terms of inquiry : on the theory and practice of political science / par Davis, James W. Publication : [S.l.] : The Johns Hopkins University Press, 2005 . 296 p. ; , Following World War II, American social science research became increasingly characterized by its adherence to the scientific method. The application of the scientific method and efforts to achieve precision in the social sciences opened the doors to large research programs, particularly in political science and international relations. However, as research became less accessible to the general public, policymakers began to ignore the findings and advice given to them by political scientists. The disconnect between policy and academic debates was exacerbated by the failure of empirical research to predict important developments, such as the fall of the Soviet Union and the peaceful resolution of the Cold War. James W. Davis engages with the widespread dissatisfaction within the social sciences applying the scientific method to the study of social outcomes. Terms of Inquiry critically examines central claims and assumptions made by proponents of the scientific method in general, as well as the specific problems confronting the social sciences in particular. Davis seeks to develop a middle ground between the uncritical application of the scientific method in pursuit of empirical truths and the postmodernist assertion that there is no foundation upon which to build an edifice of social science. Although interested in fundamental questions of scientific inquiry, Davis is nonetheless concerned by the increasing irrelevance of the field of political science to the actual practice of politics. In an effort to re-link empirical research to pressing questions of public policy, Terms of Inquiry provides a much needed discussion of practical research methods in a critically important discipline. 24 cm. The Communitarian constitution / par Breslin, Beau. Publication : [S.l.] : The Johns Hopkins University Press, 2004 . 288 p. ; , Bowling Alone, the title of Robert Putnam's 1995 article (later a bestselling book) perfectly captured a sense of national unease: Somewhere along the way, America had become a nation divided by apathy, and the bonds that held together civil society were disappearing. But while the phrase resonated with our growing sense of atomization, it didn't describe a new phenomenon. The fear that isolation has eroded our social bonds had simmered for at least two decades, when communitarianism first emerged as a cogent political philosophy. Communitarianism, as explained in the works of Michael Sandel, Alasdair MacIntyre, Amitai Etzioni, and others, elevates the idea of communal good over the rights of individuals. Throughout the 1980s and 1990s, communitarianism gained popular and political ground. The Clintons touted its principles in the '90s, and both Bushes make frequent references to its central tenets. In its short life, the philosophy has generated plenty of books, both pro and con. Beau Breslin's authoritative and original examination, The Communitarian Constitution , contributes to the debate from a wholly original standpoint. Existing critiques focus on the debate between liberalism and communitarianism—in other words, the conflict between individual rights and the communal good. Breslin takes an entirely different stance, examining the pragmatic question of whether or not communitarian policies are truly practicable in a constitutional society. In tackling this question, Breslin traces the evolution of American communitarianism. He examines Lincoln's unconstitutional Civil War suspension of habeas corpus and draws on Federalist and Anti-Federalist arguments, pegging the Anti-Federalists as communitarians' intellectual forebearers. He also grounds his arguments in the real world, examining the constitutions of Germany and Israel, which offer further insight into the relationship between constitutionalism and communitarianism. At a moment when American politicians and citizenry are struggling to balance competing needs, such as civil rights and homeland security, The Communitarian Constitution is vital reading for anyone interested in the evolving tensions between individual rights and the good of the community. 25 cm. The Constitution of the united states : a primer for the people / par Currie, David P. Publication : [S.l.] : University Of Chicago Press, 2000 . 175 p. ; , A masterly introduction to the United States Constitution, this slim book leads the reader through a concise overview of the document's individual articles and amendments. With clear and accessible language, Currie then examines each of the three branches of the federal government and explains the relation between the federal and state governments. He analyzes those constitutional provisions that are designed to protect citizens from governmental interference, such as the due process and equal protection clauses and the confusing first amendment provisions respecting the separation of church and state, and includes discussions of judicial review and freedom of speech and of the press. A sympathetic yet critical guide, Currie's book enables students and laypersons to understand one of the cornerstones of the Western political tradition. The second edition, along with an updated chronology and bibliography, incorporates the Supreme Court decisions over the past decade that have affected constitutional interpretation. "Superb . . . highly recommended for those seeking a reliable, understandable, and useful introduction to our constitution."— Appellate Practice Journal and Update. 20 cm. Water resources systems analysis / par Karamouz, Mohammad. Publication : [S.l.] : CRC Press, 2003 . 608 p. ; , Experience has shown that structural solutions for water diversion, conservation, and transfer are not always the most efficient and economically sound alternatives. New, non-structural means of solving problems must be used to guarantee safe and efficient allocation of water to domestic, agricultural, and industrial customers.Focusing on conflict resolution, Water Resources Systems Analysis discusses systematic approaches for the mathematical modeling of various water resources issues, helping decision-makers allocate water effectively and efficiently. Readers will gain an understanding of simulation, optimization, multi-criterion-decision-making, as well as engineering economics and time series analysis, all necessary for successful water resources systems analysis. The book explores recent developments in surface and groundwater systems optimization and modeling, and relates these to real field applications and case studies.Supported by essential mathematical tools, this book gives current and future hydrologists, water resources managers, and civil engineers a logical reference for prioritizing and addressing critical issues such as flood control, power generation, and water quality management. 25 cm.
